You use Eng Win With Japan lang Pack. To Run many Japan game need Use Full Japan Mode for Win.
Eng C:\ Japan C:Y
It why Japan programs dont want work.
Use VirtualBox and Japan Win7-10.
For mee this game work fine in a Win7Jp.

Warning Before doo it All change to Japanese no English (Your Lang) word, use Second Os like Full Japan or just VirtualMachine

1) Press on your clock and change Time Zone to +9 Tokyo (Were important many games check Time zone) Dont forget off Auto set time
2) Control Panel -> Region and Language -> Formats (Change to Japan)
For Win 10 Search -> Control Panel https://www.youtube.com/watch?v=UYcpHE5jzcs
3) Control Panel -> Clock, Language, and Region -> Region -> Administrative -> Change system locale (change All Text to Japan) -> Choice Japanese
Just in case English <-> 英語 if you set Japan Locale and want Return English back, choice 英語 ReBoot and all English Again.

You change Control Panel -> Clock, Language, and Region -> Region = Format to Japan?
You add Japan in a Win10 Search -> Language -> Japan

What operating system do you use? 32 bit? 64 bit? 7 Pro? 10 Home? Anything else?
You can specify your OS and attach a screenshot of your locale setting.
The Win 10 procedure is as described in the request forum.
With Win 10, you don't have to virtualize it, and most of the time you will be able to launch a game.
