Any japanese DLsite buyers? Have some questions here.

I want to purchase some stuff from dlsite but I have a few questions before I start buying stuff.

1. Can I use a non Japanese credit card to buy points to buy stuff? If I buy points using a non-Japanese credit card, would there be a conversion fee?
2. A follow up question to the first one. Is there a way to buy points outside of dlsite kind of like a gift card or a code that would add points to my account?
