Yeah, he will tell you which stats (IV's) are maxed (31) the rest that he leaves out can be anywhere from 1-30. -

To find out if you have perfect IV's on your pokemon you take it to the guy(standing next to the dressing room) In the pokemon center of the new town. Judging on exactly what he says he will tell you what stats are perfect. I believe that he says "..Stats like those simply can't be beat" that...
