Here's an edited SugoiV4 MTL for v1.04.
Known issues:
Picture based text not translated.
Weird ruby plugin text stuff in dialogue. Might cause issues.
Installation:
Change your system locale to Japanese(Japan) to rule out Unicode errors.
Then you can just extract the translation to your game...
