rr3 is a identification for the recovery record; in short the rar archive is increased of size and contain an extra 3% of data;
this allow to repair a damage rar archive and reconstruct missing data without the need to download again the archive (in case the archive got damaged while downloading).
More the data in the recovery record, more the errors that can be corrected; a 3% of RR allow to replace a discrete size chunks of missing/damaged data, and for example recostruct a single missing segment up to around 2,9% of the archive size.
