From what I gather, it's either your antivirus blocking the exe or a corrupted Visual C++ installation.

Try disabling your antivirus before booting the game. If the game still won't boot:

1. press Win + X
2. select Command Prompt (Admin)
3. type "sfc /scannow" without quotation marks then press Enter
4. wait until it's finished then try booting the game again
