For the games under this company, and sometimes others as well, you must set the whole thing in japanese not just the non-unicode but also change the regional format to japanese.

I had the same issue, going from saving a file to getting back to the game took over 10 seconds each time and I am not sure which one of the many changes I did on the recent minutes to my language configuration fixed it, but now it is back to "normal". Opening config, clicking save or doing any normal action doesn't take more than 2 seconds. Try playing around with your system locale and make sure you have the Japanese language pack installed.

Im not sure if it is the same issue for you. for one of the previous title i had something similar where the game had a blank screen. the issue for me was the graphic card or least the settings that affected it.
