Question Can you post yours links if original uploader is not active?

I have an enquiry about a certain rule where you're not allowed to post your links in someone else's thread without permission but what if the original uploader is no longer active? just need confirmation before I attempt too fulfill a re-upload request to whether I need make my own thread or post to the existing one

This rule is most likely ignored if the original thread starter doesn't come and file a complaint. And only the original thread starter can do this.

Sometimes, the staff also invoke this rule to keep everything tidy but it's rare. What are you trying to do actually?

I was gonna re-upload dead links

I don't see any problem with it, more so if original thread starter has left.
