Question If I would sent "visitors messages'", How to do that?

Hello, I am a beginner of this site.
I don't know how to post a message to "Visitors Messages".
I've read "My Public Profile", which is written about VM in detail.
It's written "To post a message, click on the 'Visitor messages' tab, and use the form at the top of the section."
There's no form, only me?
Then, "You will only be able to use certain formatting in these messages, as described underneath the edit box".
What is "certain formatting "? Is it a code?
"as described underneath the edit box"
Where is described in particular?
The things what I want to ask is...
1.Where is form?
2.What is "certain formatting"?
3.Where is certain formatting of edit box described?

　はじめまして、私はこのサイトの初心者です。
visitor messages（以下VMと称する)を送る場合のやり方がよくわかりません。
　ちなみに、マニュアルは一応読んでいます。
まず、「投稿するには、VMタブをクリックして場所の上部にあるフォームを使え。」っていうのが書いてあるのはわかるんです。
でも、フォームがないんですよ。僕だけですか？
そして、その次の文の「編集ボックスの下に記載されているように、これらのメッセージでは特定の形式のみを使用できる。」
そうやって書いてあるんです。
しかし、「特定の形式って何よ？編集ボックスのどこに記載されているのよ？」というトラブルに遭遇です。
（編集ボックスって入力欄のことですよね？）
　最終的に何が聞きたいかって言うと、この３つです。
１．フォームがない、どこから送れるの？フレンドになってないとだめなの？
２．特定の形式とは？
３．編集ボックスのどこに特定の形式に関しての記載がされてるの？

回答お願いします。

A simple way to do it, is to click on someone's name in the upper left of a post, then View Profile in the drop menu.

From their profile, click Visitor Messages. You can add a message there.

The first message from someone starts a "Conversation." To continue the conversation, click View Conversation. You can add a message, it should appear in their Profile page. With practice, you can have your messages appear in their Profile page, and vice versa.

Fair notice... VMs follow the same general rules for regular forum posts found in Forum Rules, so no spamming, inciting trouble, etc.

最初に、迷惑メッセージから守るために、新しいメンバーはVMが送れないようにさせていただきます。
投稿数が10通以上になると、VMが送れるようになります。
10通になるまで投稿してから、1日ぐらいお待ちください。このように見えるはずです。

もしそうしても送れなかったら、お知らせください。

次に、「You will only be able to use certain formatting in these messages, as described underneath the edit box」というのは、
ここに書いてありますね。

実はスタッフでもそれが全然知りませんでした。
その説明書はフォーラムソフトウェアに最初から付いてくるものなので、誰も見ようとしませんでした。w

しかし、特定の形式のみを使用できるといっても、実際にあまり変わらないので、お気になさらず。
