Is the story and the protagonist in Yakata ~Kannou Kitan~ villainous or is there a good side to him

Hi i know this is sort of a corruption story, but in the hentai he didn't seem that villainous and from what i remember even backstabbed the organization to save the familly, how is the visual novel ? Is he a bastard all the way or does he have his good side ?
