Question about Sengoku Hime 1

Hey guys, well I know this game is pretty old and I'm new to it so.. yeah need few help for it..

Got the idea how the games work, attacking the other castle, add troops, etc. But after some turns the add troops command completely unavailable. I keep just conquering the other area but there's no change. The number beside the money is 999, dunno what's the meaning, and the rebel keeps popping up everywhere, any way to stop them?

Any help would be appreciated! Sorry for the bad english..
