As of OCT 8 2001, these rules were reworked, please be sure to check the rework that was done for these sections. You can find it here.

Due to the increasing number of threads not following our rules we were forced to close the download section awhile back and enforce a thirty post minimum.
Sadly this had not the desired effect of people familiarizing themselves with our rules. Instead they started to spam the forum in a really stupid race to get the thirty in less than an hour. This caused extra work for staff, as people had to be infracted, posts deleted, eventually people had to be banned because they didn't care to follow the rules, and finally some IP bans got handed out for serial offenders.
Obviously this was not a very happy situation, as those idiots disturbed the function of our forum. To stem the flood of spam we introduced a two week registration minimum.
This seems to have had the desired effect for now, but it is far from perfect. The spammers might now only be delayed by two weeks. Additionally this restriction might turn away potential new uploaders, ones that are actually able to follow the simple rules.
Since neither restrictions, nor the absence of them had the desired effect, we will try something different:
The only downside to this is that replies to threads may take a bit longer to appear, so don't be surprised if your posts don't show up immediately.

Since neither restrictions, nor the absence of them had the desired effect, we will try something different:
- New members can now post in the Downloads and Requests Section, but their threads will be placed in the moderation queue. If they followed the rules, said threads will be approved. Otherwise, said threads will be deleted and the users notified with the reason.
- Once an user reaches 30 posts and has been registered for 14 days, his/her thread will no longer be sent to the moderation queue. It is assumed that he/she will continue to follow the guidelines and rules henceforth.
- Members who have had their threads rejected too many times, due to repeated mistakes, will be banned from posting in the Downloads and Requests Section.
The only downside to this is that replies to threads may take a bit longer to appear, so don't be surprised if your posts don't show up immediately.
