Looking for Video trimmer that can trim milisecond frames

Looking for a video trimmer (online or offline) that can trim milisecond frames (trying to cut and clip together anime clips), are there any free ones around that are good? (and no watermark)

*also looking for a free video merger that has no watermark

It's old school, but I still use the original Windows Movie Maker for my video editing.

It can remove frames and segments, merge clips, change audio tracks and more.

It's rather basic, compared to high end editors, but it does a decent job. There's no watermarks, works on Win 10, and it's free.

Take a look at cap cut, it's on playstore, I have it on my phone and I can crop videos by frames
