Try using the XP Patch(XP用起動EXE) from "貞操観念ZERO～ヤリマン家族とハメ狂い夏休み～". I run the game with the patch without any error prompt.

Not the locale setting, i mean the "add a language" option in the control panel. Control panel >Time & language > Region & language > add a language and then set japanese as your primary language > restart. Hope this work, i used to have this error before and this helped me. (Y)

A possible workaround (for whatever reason) is to copy the exe of an ORCSOFT game into the folder and run that.

That's what I did.
