Of course the game is working. Before people say that the game uploaded is not working they always should try the following:

1- If you're not using a Japanese OS. Install every Japanese language pack your system supports.
2- Change the system locale to Japan
3- Change date configuration to Japan
4- Change Non-unicode programs configuration to Japan as well.
5- Sometimes, playing games on x32 OS solves some problems with compatibility, but that is usually the case with older software, not newer.
6- Verify if your anti-virus/anti-malware program is not interfering with the execution/installation of the game.

Otherwise, post screenshot of the problem. People can't guess what's wrong with just words, show them as well.
