Have you tried starting the game CM3D2 from the 32bit or 64bit executable? My install worked fine on a normal non-applocale install, the only problem is the launcher fails to start the game.

Nope it's a stand alone install and setup from the original, with better 3d models, textures, more fluid movements etc.
