This engine is seriously traumatized about region settings, at one point the program was checking the the IP range and Windows programdata files to make sure the windows was really jap and in japan. That's probably why Locale Emulator and noregion loader was not working.

Please feel free to reupload the files, not sure until when the mediafire links will be up.

I can't believe I didn't saw this earlier.
I've spent a good amount of time trying to make an HCode for this(never done it before).
I managed to get an almost working /HBN-4*0@396C2:FMS.exe
But it for some reason, it placed a garbage character after each character.
