open up Control Panel\All Control Panel Items\Language > "Change date, time or number formats" at the left > "Administrative" tab > "language for non-unicode programs" > click change system local > choose japanese > restart
open the game from launcher

for those who are having errors, you need to install directx9c, you are probably using windows10, so you won't be able to do it normally, so you just need to google how to install it manually, hope it helps.

So, it's not directx, I guess. Did you read what it said on that error board?

Changed my "Language for non-Unicode programs" to US.
