There are many threads you can find on Google that deal with that issue and how to solve it, here's two possible solutions :

-Try launching the game as Administrator (Right click the shortcut icon and select "Run as administrator" option. Click "Yes" when you see the popped up message box)
-Install or repair the Latest Version of .NET Framework
