I have the same issue. To rule out anything on my end I downloaded the trial copy and it ran just fine. I then applied the 1.16 update to the full copy but it was still broken. That isn't to say that just because the trial works that the full game doesn't have issues on certain platforms. I'm also using Windows 10.
