I can't be assed to go into the vagaries of flags and how developers use them, but suffice to say the a-1 > b-1 > c-1 method only works for some games, and then usually short, simple ones. For others, you could potentially waste hours of time doing that and still not see everything due to how things are set up and unlocked. As Genius said, sometimes people will post a guide for the game in one of the download threads. Barring that, a simple google search will get you what you need 90% of the time. Type in or copy and paste the name of the game into your search engine along with 攻略 (kouryaku -- means strategy/play guide in this context). Try the first couple of hits and one of them will usually have a simple list of choices, outlined with where you need to save and continue from to see every outcome. For saves you can do the same thing using セーブ (seebu -- save) or just check sagaoz.net, it usually ends up with save data for nearly every game commonly played around here. Note, some sites will take you to a database list where you will first need to choose the starting kana of the game's name and then look for it from a list. If you don't know, use this place, the vndb or sad panda to get the romaji and match it up to the Japanese. Click that letter and then ctrl + f to find your game in the database.
