It's their indecency laws. They got bought in a few years back so that all genitalia/pubic hair in any form of video must be censored, for a reason which I forget. If you google "Japanese Indeceny Laws" you'll find out lots more.

It's annoying, but there are some people out there who un-censor it all. May whichever anime god you believe in bless those wonderful people.

But a bit is it weird: Because at +16 to +18 animes where not just sex/ecchi-oriented animes have, give the animes, too where very lot blood and body parts against the area fly/splash e.g. Ultimate OVA Hellsing and Elfen lied, they're ironically not censored. Then make no sense. Why make it they not, too at ecchi/hentai theme animes, why exist then the rating sign (+16/+18), because they're but strict controlled. ...

Don't understand why they censor animes, hentais etc. in Japan. I mean, ok, in Japan it's normal that pornography is censored, but I can't understand why they censor fictional works like animes or anything else. There's no need to censor fictional works, they have nothing to do with RL. Censorship in fictional works is useless in my opinion ... they don't harm anyone if it's not uncensored :D

Hentais are not pornography in my eyes ... it's a special form of art.

I know. But they are just way too paranoid. But then again, they are japanese. Thats explains everything. They are born weird in a weird society so taking weird decisions its a given.
