Changing the locale language

okay guys , it's not my first time changing the language system locale to JP to play some VN , but now after i needed to install new windows i changed the locale unicode as usual anyway , some apps like IDM and others not many thankfully turned from EN to JP , is there a way to return them ?
for info's , i use windows 11 .

and recently i went into another country where their main language isn't EN so i'm having difficulties since Google keeps using the foreign language .
