I spy something that can be created by putting two of the first letter together

Assuming we're talking about the English alphabet, that would 'A' or 'a'. Or you could be talking about the first letter on a computer keyboard and in English reading style, that would be 'Q' or 'q'.

flips a lot when angry

Don't get this part, but I don't think 'angry' is meant to be taken literally...?

and can represent the reactions of people if a mark is placed between the answer to the first clue~

The thing is we don't know what mark it is. Assuming it's a smilie, it could the underscore '_' but for the word to rhyme with Owl, it kind of contradicts the idea of it being a smilie. To rhyme with Owl would also out down the keyboard theory.

I just think it's not a regular meaning.. but some kind of perception.
The answer is posibly only have 2 letters.. ex. like ( X and Y ---> X.Y when flips become Y.X)
