Probably because those other sites only put up so-called mini encodes. Now, there are people who like their anime to look like crap, or who don't have another choice due to bandwidth restrictions, but I'm not one of them.

The native video resolution. The 1080p is pretty much the unfiltered TS CR gets from the TV station trimmed down to fit their streaming requirements while the 720p is a downscale of said TS. As mentioned above, neither use any filtering, so a comparison with a fansub encode might be recommendable.
