In that case you will do it rather similarly as I mentioned above, but you will need to make a blending brush by messing with a brushes density/opacity, blending, and persistence. You'll want to play around to find what works best for you. I'm also not sure what the equivalent of these in PS would be (I mostly used SAI when I did art on PC), but I'm sure it isn't too hard to find.
The idea is to make a brush that takes a little bit of whatever you put it down on, and peters out as you draw the brush away (much like a smudge). I do NOT believe you would get very good results using the built-in smudging tool.
