Would it be considered animal cruelty if I threw water balloons at my neighbor's dogs the next time their barking wakes me up early? They just won't stop barking every time a car goes by, or when there are birds in the sky, or if someone is doing yard work in a nearby house, or you know, if there is oxygen in the air.

You're not 'killing', 'life-threatening', 'infecting them with an illness', or 'injuring in a way that's punishable'...

You'll be annoying them and appear 'mean'... but not anything that will make anyone to come to your house and burn you alive per se...

You don't understand how much they bark. Its almost constant. And their owners are... old. They're just so... old. No one wants to give them any trouble because they're old. But their dogs are either hell spawn that like to rob me of my ability to either sleep in or concentrate when I'm studying. Or their cyborgs with their barking set to loop.
