I've had the good fortune to watch examples of all the Doctors.
All time IMO, Tennant was indeed, one of the three greatest Doctors, along with the legendary Tom Baker, and the original, William Hartnell.
I think Smith was good, but he suffered a lot from bad scripts and too much "timey wimey" stuff. When he lost Karen Gillian, he lost one of the best Companions the series has had.
Peter Capaldi has been a fun Doctor to watch. Episodes like the 2015 Christmas episode, Deep Breath, Time Heist, Mummy on the Orient Express, and the Zygon Invasion/Inversion, were really quite well done.
Now, if you want bad, the 7th Doctor, Sylvester McCoy... nuff said. ;)
Bit of Doctor Who news, this season, his third, will be Capaldi's last. No Doctor has been on more than 3 seasons, except for Tom Baker (7 seasons.) Steven Moffat, the show's boss, is also leaving. Where this will take Doctor Who after the 2017 season is anybody's guess.
Although Matt Smith has expressed an interest in returning to the role.

Infamous; Yes, it's truly a shame so little of Patrick Troughton's work survived. he was the one that made the regeneration gimmick work, and his "cosmic vagabond" personna was very clever.
Christopher Eccleston was only going to do one season from the beginning. He had other irons on the fire. Of course, rumors abound. As I saw it, his "moody guilty about the Time War" personna was only good for one season anyway.
Just had a thought, How about Mister Bean as the 13th Doctor? Every week he bumbles through time, accidentally saving the universe.
