The cr.Short>cr.Jab is a link, as is st.Jab>cr.Strong. What I mean when I say 'link' is that you must wait until the animation of the move as ended before you can connect it with another. Needless to say, the whole string of normals are 'links'. The only thing that isn't a link is from cr.Strong>Neck breaker which is a cancel as you cancel the animation of the normal into a special.
cr.Short has 4+ frame advantage, cr.Jab has a 4 frame start up, so you have 1 frame to press cr.Jab once the move finishes.
As Street Fighter runs at 60FPS, you basically have 1/60 of a second to press the button after the cr.Short ends.
cr.Jab has 6+ frames of advantage, and the start-up for Ibuki's st.Jab is 3 frames, so you have all the time in the world to link to st.Jab.
The next part st.Jab>cr.Strong: st.Jab has 8+ frame advantage so you can press any button during the time while the opponent is in stun animation. However, the start up for cr.Strong is 8 frames. Just like with cr.Short>cr.Jab, you only have 1/60 of a second to link from the jab to strong.
^ This part is tricky, and unless you know how to p.Link (which translates to priority linking but is treated as one word which we say 'plink') it might prove to be trouble. You'll be able to understand this better if you into training mode. The priority order of the buttons in SSF4 is from Roundhouse>Fierce>Forward>Strong>Short>Jab since that's the way the game has been programmed. (Using Fierce as an example) In training mode with 'Input Data' set to 'on', if you press any of the two buttons above together with 1/60 of a second difference in between you'll see that there will be two inputs shown. If you press Fierce and Strong, you will get two lines of input: The first being Fierce, the second being Fierce and Strong. Why is this you might ask? As I've said, it is how the game has been programmed which prioritises certain buttons and allows for 1-frame links. Using this method, you'll be able to link st.Jab>cr.Strong if you press cr.Strong with Jab and/or Short. Bear in mind that as Jab is the button with the least priority, there is no way to p.link from cr.Short>cr.Jab with the exception of pressing select in 1-frame after cr.Jab.
The next part is self explanatory since you've probably cancelled many of your moves before already.
