Well, lolis are more defined by being before the teens. I.E before 13 but not at what's considered toddler. But, since lolicon is close enough to pedophilia, you can generalize it to being anything that isn't 18+ (At least for the U.S. Laws).

In my opinion though, drawings shouldn't have to be confined by subjective conclusions since fantasy =/= reality. You can't hurt a piece of paper, or yourself via imagination.
