I don't understand most of it
eg: what would happen to the civilians turned to shiki? (mafia side/civilians side..?)

If its a normal Shiki (Normal Civilian was turned to Shiki by Normal Conversion) then only mafia side. If turned into Jinrou, then choice of the side is available.

If everything goes horrible wrong for one side then yeah.
But really that's just almost probably as just the original and a jinrou being left.

So if normal shiki can only join mafia side, only jinrou is possible to join the civs side eh..

Yep, Jinrou do not need blood to live, only for attacks. (so they can really live normally if they wanted)
Unlike Normal Shiki who will die without it.
