I've been granted a Japanese resident (so over 180 days) and it's (the railpass) only granted for tourists who are over 18 or come with someone over 18 whose nationalities aren't Japanese and are coming only as tourists, unfortunately I'm not 18 yet and my dad has a Japanese citizenship so I think that's the reason I can't get one.. Well I'm not sure I'm not so handy when it comes to immigration and stuff like that hehe
