Yeah she's from Gintama. Kyubei is basically a butch lesbian samurai that is the next heir of her clan. She loves Otae, who is one of the main character's (Shinpatchi's) sister. Mostly she is the butt of a lot of jokes for being clueless/manly. That figure is from one of the few times where she puts on more girly clothes.
