It was pretty much known that if they started a nuclear war with each other it would cause mutual destruction (and probably ruin the climate of earth, resulting is most people dying). He had a very intense little bit where it looked like the US had sent several nukes towards them, and it was his call whether to retaliate or not. He decided not to, because he suspected it could be a mechanical malfunction. It turned out to be a mechanical malfunction.
