In my case I can enjoy stuff with cheating and infidelity in general, especially when it's other elements such as the heroine fit with my tastes as well. And I'm a fan of Higenamuchi to begin with so I liked it.
Even so, you're right that manga that focus on a heroine in cheating on her boyfriend/husband where the man in question featured for all of 2-3 panels or is only mentioned second hand in passing, aren't proper NTR. Even if it's going on behind his back, some mention of his circumstances and his awareness or non-awareness of the NTR has to be made in order to identify with him and feel and real sense of the NTR fetish going on.
Stuff without that is what the 'Cheating' tag is meant to be used for, and should be enough. Well I know better than to get all excited simply because something has been tagged NTR these days.
And there is a silver lining. Since with bad labelling, even if it means I get disappointed a 9 out of 10 times, it also makes it that much better when it turns out to be the genuine article. Having a small element of uncertainty isn't always a bad thing.
A fresh example why exhentai aka sadpanda has so much NTR tagged stuff that is worthless NTR-wise, http://exhentai.org/g/599568/ecaf4c59ea/ released today instantly get strong NTR vote, i was excited and start reading it, anticipating some kind of NTR for 60 pages, said 'boyfriend' appeared in 2 pages out of 50+ with not even a proper line, and the anti-NTR brigade is all over it /sigh
