If she looks like she's in her pre-teens/early teens she is a loli. This is mostly determined by facial characteristics as well as body proportions. There are lolis with small breasts and there are those with large ones - since they are drawn they don't have to follow standard biology anyway.

Hi pyrce. Well I guess anyone can have their own idea for the word loli. Loli is 12 and under. Additionally, I usually add one crucial aspect and that is "loli" HAS to be anime/CG or whatever and in thus I distinguish it from child pornography.

@Otaku That may be your definition, but don't try to pass it off as 'the' definition, because 'no boobies' is not what most people would use as the actual definition. Age is a big determining factor of what is considered 'lolita', not bust size.
