But what I'm trying to tell you is that there's no such thing as spamming in fiighting games. If you mean using the same move over and over without caring what happens, then yes, I'd call that spamming. But with Ryu in street fighter, his fireballs are in no means used as a tool for spamming. His fireball is his greatest weapon, so it'll be used many times. They all travel at different speeds and recover at different times too. Mid range, you'd use a fireball with medium punch. A fireball thrown with this punch travels slower than one with heavy punch but is faster than light punch variant, however in terms of which one recovers faster Light>Medium>Heavy meaning that you can do another action once the move ends. His fireballs are a means to test what the other player is going to do and/or their reactions.

There are a few situations:

Ryu throws fireball. Opponent Blocks. As a result, Ryu will continue throwing fireballs until he jumps. If the opponent jumps vertically, Ryu will continue throwing more fireballs. If they jump forward, Ryu can counter with his dragon punch. If they jump back, they'll get hit by the fireball or block it when they land. A good player will not continuously throw his fireball despite it being his best weapon because at the time when the opponent jumps forward, if they jump knowing that the Ryu player is going to throw a fireball, the Ryu will eat a large combo. If the Ryu knows that the other player is going to jump in, he'll most likely stop throwing his fireball and instead throw in an anti-air, such as his DP. Once the opponent is knocked to the ground, the Ryu player will most likely resume back to square one, and continue throwing fireballs. It's called zoning, and is a term heavily used for games where you know the limits of your range and you opponents and are able to do something in the situation.

It's all about who knows the game more, hence why experience plays a vital role. A beginner will not be able to deal with the situation and fall under pressure, making more mistakes.
